MCIT Launches the Digital Transformation Maturity Index Model for Government Entities

Doha - Qatar

The Ministry of Communications and Information Technology (MCIT) launched a digital transformation maturity index model for government entities. The index aims to enhance and streamline digital transformation initiatives within government agencies, which has been the subject of MCIT’s organizing of an introductory workshop on Sunday, 8 October. In this workshop, the MCIT presented the ministry's model for assessing digital transformation maturity, explained the measurement approach, highlighted the assessment phases, and produced reports for the government entities participating in this initiative.

The Digital Transformation Maturity Index Model evaluates the level of commitment of government bodies to fundamental digital transformation standards, offering an assessment of their status and ongoing progress in adhering to best practices and established benchmarks on the digital transformation journey. The objective of this index is to bolster the commitment of government entities to directives and decisions while promoting the optimal adoption of foundational standards in line with the government's Digital Strategy for 2026. Furthermore, the index aims to enhance the quality of services delivered to beneficiaries and contribute to Qatar's advancement in international performance indicators.

"It is widely recognized that government services must embrace digital transformation to keep pace with technological advancements. The MCIT in Qatar is committed to providing excellent digital transformation frameworks and enhancing collaborations with relevant government organizations. It is essential for these entities to collaborate closely to ensure a comprehensive and effective digital transformation of the government sector. This necessitates greater cooperation among all government agencies to achieve a fully integrated digital government," stated Mr. Ahmed Yousef Al Tamimi, Director of the Central Government Services Department at MCIT.

"In this workshop, 11 government organizations participated, with the central focus of the discussions revolving around the key components outlined in the Digital Maturity Index framework created by the MCIT. According to this framework, each government entity will conduct internal assessments to establish a comprehensive vision for digital transformation and to identify potential areas of improvement. Additionally, there will be a strong emphasis on developing systems that facilitate proactive services and promote participatory budgeting within government bodies.

Lastly, the workshop addressed the timeline for assessing digital maturity within the participating government entities, spanning all stages from the initial workshop to the receipt of final reports from these organizations."
