There are four main objectives for the Program, serving as catalysts to enable the realization of the vision outlined in Qatar’s National AI Strategy, thus balancing innovation with responsibility and execution excellence.

What is the adopted action plan for the Program?
The GovAI Program is designed to facilitate the end-to-end AI adoption journey through four main steps:

New AI use cases are submitted by various government entities through strategic partners using the Program portal.

AI use cases are reviewed monthly to ensure alignment with the adopted strategies and qualify them accordingly.

Deployment
Qualified use cases are deployed with the support of selected partners that provide the necessary skills and training.

Announcement
Success stories of onboarded use cases are shared, and quarterly announcements are published to highlight the impact of deployed use cases.

A core mandate of the AI Committee is to develop and oversee strategic plans for implementing AI projects in alignment with Qatar’s AI Strategy and Guidelines. Several notable projects have already been successfully completed, while others are underway, showcasing the Committee’s dedication to driving AI- innovation and achieving impactful outcomes:
AI Tourist Companion
One of the very first AI solutions developed as part of the GovAI Program is the AI Tourist Companion, proposed by Qatar Tourism. It aims to transform the experience of visitors by shifting towards chat/voice-based interactions. This solution is an AI companion designed to enhance experiences for citizens, residents, and tourists throughout their journey in Qatar, covering pre-trip planning, in-trip enhancements, and post-trip engagement. The anticipated impact includes a 15% increase in website visitor interaction and engagement, a 50% rise in mobile active users, and an increase in bookings and in-destination spending.
AI Labour Contract Compliance
This project is developed by the Ministry of Labour as part of the GovAI Program to implement an advanced contract management solution known as Contract Compliance. This sophisticated system is engineered to automate the review process by systematically indexing labour contracts, identifying inconsistencies or contradictory terms, assessing compliance with Qatar’s Labour Law and verifying the authentication of stamps pertaining to the Ministry of Foreign Affairs and the Ministry of Municipality. By optimizing these processes, smart contracts will be adopted to enhance the efficiency of reviewers, thereby significantly reducing review time and improving compliance with labour regulations. This critical enhancement not only minimizes human errors but also has a positive impact on the hiring process in the State of Qatar.

The Program is aimed at boosting government efficiency and transforming public sector services in alignment with the Digital Agenda 2030. It is designed to facilitate the end-to-end AI adoption journey for government entities by providing investments, skilling, dedicated support and assessment of the impact of innovative AI applications in Qatar. All use cases nominated under the Program must be the ones that can be addressed through AI-based solutions. Use cases that can be resolved with standard application solutions or processes will not be accepted. Instead, applicants will be directed to address such cases through other appropriate channels.
An entity needs to have a use case that they would like to nominate. Once the details are available, the application form of the Program is to be filled in by a company representative who needs to click on “Submit Your Use Case”, fill in the required details, then submit the application.
The Program is currently open to public sector entities in Qatar.
An automated confirmation email with application details is sent to the applicant, after which the entity is contacted regarding next steps for engagement. The use case is then presented to the AI Committee for approval. Once approved, the entity receives a confirmation email and is asked to approve the high-level scope of work before delivery begins.

In the confirmation email sent after submission, you will receive a timeline on when you should expect to hear from MCIT on the next steps regarding your nomination. .
Be as detailed as possible in your description of the use case, its impact on your entity and how the implementation of an AI solution will drive positive change in your organization. Where possible, quantify the expected impact as much as possible (e.g. time saved, number of manual processes reduced, reduction in process time, … etc.)
The details of submitted use cases are for nomination purposes only and will not be shared or distributed with any external parties. In the cases where your case is going to be featured in PR or marketing related materials, this will be with the consent of the respective entity.

The most important aspect of the nomination stage is defining the problem statement and identifying the challenges for which you are proposing a solution. During the nomination phase, entities are not expected to have a ready solution in mind, yet, as part of the Program offerings, ideation sessions will be conducted for entities to envision and define the use cases in more detail.
